Constitution

Mission

Providing Women, of all skill levels, a cost effective opportunity to play non-competitive hockey encouraging participation and sportsmanship.

History

Founded in 2002 by Christine Coghlan, Annette Pedersen, Dara Douma, Susan Bull, Diane Poulin and Kathyrn O'Brien.

Executive

The Association's Executive will meet regularly through out the year and consist of at least the following positions:

  • President
  • Vice-President
  • Treasurer
  • Secretary
  • Registrar

...and may consist of:

  • Fundraiser
  • Social Convener
  • Tournament Organizer
  • Publisher
  • Member at Large
  • Past President
  • Statistician
  • Ice scheduler

An Annual General Meeting will be held once a year at which time the nominated executive will be voted in for the upcoming season.

Responsibilities of the Executive

1. President

  • The President shall preside at all meetings of the Executive and all General Meetings.
  • The President shall be kept apprised of all matters pertaining to the business of the Association.
  • The President shall represent the Association with all other bodies/events or appoint another member of the Executive to represent the Association.
  • The President may appoint the Vice-President to act on her behalf if the President is absent or unable to act.

2. Past President

  • Past President shall assist the President, offering advice and guidance on the role of the President and completion of her duties.
  • The Past President shall assist other members of the Executive as required.

3. Vice President

  • The Vice-President shall act on behalf of the President in the event she is absent or unable to act.
  • The Vice-President shall organize player skill development activities.
  • The Vice-President shall assist other members of the Executive as required.
  • The Vice-President shall develop and maintain the Constitution and Rules and Regulations.

4. Treasurer

  • The Treasurer shall maintain all Financial records, is authorized to direct funds as determined by the Executive and be the primary liaison with Financial institutions.
  • The Treasurer shall provide a financial update at all Executive meetings.
  • The Treasurer and President must co-sign all cheques.
  • The Treasurer shall ensure all debts are paid in a timely fashion.

5. Secretary

  • The Secretary shall record, preserve and publish meeting minutes. Publication is to the Executive, however minutes are available to all GWHA members for review upon request.

6. Registar

  • The Registrar shall compile all League registrations.
  • The Registrar shall maintain the waiting list and substitution list. The substitution list shall be published to each team.

7. Fundraiser

  • Develop and promote league fundraising opportunities.

8. Publisher

  • Publish at minimum 3 newsletters annually plus other league materials as required.

9. Statistician

  • The Statistician shall maintain statistics for the league which will include: wins, loss, ties, and penalties.
  • The Statistician shall provide the game results to the Guelph Mercury for publication in the Saturday edition following the games.

10. Ice Scheduler

  • The Ice Scheduler shall ensure that ice time, referees and sponsors are secured for each season.
  • The Ice Scheduler shall develop the League game schedule.

11. Social Convener

  • The Social Convener shall organize the Get Acquainted, Annual General Meeting/Banquet and any other events deemed suitable and required by the Executive.

Executive membership is typically a two-year term however unforeseen circumstances may result in a shorter time frame. Membership beyond the two-year term is possible if desired by the Executive member and majority vote achieved at the annual general meeting.

Meetings

Executive meetings will typically be held once per month however variation may occur depending on need and season.

The Annual General Meeting will be held at the end of the season and a minimum of 25% league members (members as described in Rules and Regulations below) and three Executive members must be present for any vote to take place. The President may only vote in the event of a tie. A minimum of 51% must be achieved for a vote to be considered decided. The percent of votes required for a decision are comprised of members present at the Annual General meeting.

Proposals at regular scheduled meetings of the Executive Committee will also be voted upon by a minimum of five Executive members. The President may participate in all votes however in the event of a tie, the Presidents vote is discounted.

The constitution may be amended at the Annual General Meeting provided all proposed amendments are received by the Executive Committee, in writing, 30 days prior to the General Meeting. The proposed amendment must be distributed to the paying GWHA membership 15 days prior to the General Meeting. The proposal shall be voted upon at the General Meeting and all voters must be present for their vote to be valid. A 66% favourable vote must be achieved to change the constitution.

The Rules and Regulations may be amended by the Executive Committee at any point during the season, with 15 days notice being given to all members prior to enforcement of the change.

Fiscal Year

The operating year of the association is August 1 to July 31.





Rules and Regulations

Code of Conduct

Each member of the Association is expected to support the Mission statement of the GWHA. Members shall treat other players, referees, coaches and Executive members with respect and dignity. Physical or Verbal abuse is not tolerated and if complaints of such behaviour are founded upon investigation by the Executive, will result in expulsion of the member from the league with no monetary refund. That member will be permitted to return the following year under advisory of the Executive Committee. No member is permitted to play a game if it is apparent the person is under the influence of alcohol or drugs.

Membership

Members must be a minimum of 19 years of age. Association membership is restricted to players who are not participating in or have not participated in any organized competitive "B" or above ice hockey program in the past years. All members must pay the registration fee as per the registration form and agree to abide by the Rules and Regulations of the Association.

Registration

Registration fees shall be decided by August 1st of each year and the registration forms published on or before this date. NSF cheques shall result in a hold of the membership until payment is received. If an NSF cheque is issued by a player, payment must then be made by cash or money order and must include a $10 NSF fee. No additional cheques will be accepted. At which time the registration form of the said player will be processed and receive the date the cash is received to determine place in the registration queue. Payment for registration for this player the following year will be required in the form of cash or money order.

Refunds

Refunds will be given up to and including October 31st of the active season. If a player becomes pregnant or injured after the set October 31st date a refund may be issued up until January 31st with a medical certificate. After January 31st no refund of any kind will be given out unless that player can be issued a replacement player. Insurance fees are non refundable and must be paid by every member in the league. An administrative fee of fifty dollars (including registration fee and insurance fee) will be taken off every refund issued to any player requesting one. This is to cover the cost of banking fee’s and transaction records. Any other requests for refunds will be reviewed and decided upon by the Executive Committee. Once play-offs start no accommodations will be granted to any player.

Teams

The Executive Committee will select the teams, with the objective being to balance the teams in terms of skill. The registration form may provide the opportunity for players to request a specific teammate. Each player will be rated with their skating and hockey skill level which is used by the Executive to aid in the selection process. If deemed necessary, an on ice skill assessment will be coordinated by the Executive to further assess skill level to ensure fairness of teams. Should the registration form include player requests, team skill equity will take precedence over player requests in the event that a conflict of objectives is encountered.

All registrations will be dated upon receipt. Once full registration is achieved, some decisions as to team placement may be made based on the date, with the earliest date being given priority (date does not take priority over skill equity).

Should a team choose to have a coach(s), the team itself is responsible for providing one. The coach(s) must comply with the Rules and Regulation of the League, and support the Mission statement and Goals and Objectives of the Association. Coaches are not members of the GWHA and do not have a formal standing with the league and are considered volunteers only. The coach(s) provides skill/hockey guidance to the team and has no input to the organization or decisions of the league. Should the coach(s) fail to comply with these requirements, the league member responsible for acquiring the coach(s) service is accountable for the coach's adherence to them. If the member is unable to rectify situations brought forward by the Executive Committee, the coach(s) are not permitted to participate in league funded games/events.

Team members are responsible for informing the team representative of planned absences. Players missing two games without notification to their team representative will be warned, a third missed game without notification will result in that player being moved to the substitution list and a player from this same list being added to the team roster as a full time player. No refund will be given.

If a team member informs their team representative of an absence of one month or greater in advance of the event, a player may be called from the substitution list. Only one player from the substitution list may fill this void, in essence becoming a short-term team member. At the end of the absence period, the short-term team member returns to their place on the substitution list.

Uniforms and Equipment

Team jerseys are provided annually by the Association and all players must wear the jersey for each scheduled game. The jerseys become the property of the player upon receipt. Each player must properly wear full hockey equipment, which includes full-face mask and neck guard. Any equipment deemed unsafe by the officials will disqualify the player from participating in any games until the equipment is repaired or replaced. Each team may upon their own initiative and cost add names to their jerseys or other team items. Should a player withdraw from the league and a refund is forthcoming, the jersey must be returned before the refund is given.

Games

Each game will consist of three (3) non stop time 15 minute periods. Each team must have a minimum of six players for the game to commence. If a team has less than six, they forfeit the game. The forfeiting team will be awarded zero points for a loss and the opposing team two points for a win. Players may be called from the substitution list only if less than 12 regular players (excluding goalie) are available for any given game. If calling from the substitution list, the number of substitutes may not cause the team to exceed 12 skaters (excluding goalie), unless the opposing teams agrees prior to commencing the game in question.

In the event a team’s goalie is not available for a game, the team representative may request an alternate from another GWHA team. Should an alternate also be unavailable, the team may play without a goalie. In this situation, six players are on the ice with one player designated as the goalie. This designate may not cross their blue line. No more than one player may be the designate in each period. If the designate changes between periods the opposing team must be notified which player is the new designate.

Point System

  • Win = 2 points
  • Tie = 1 point
  • Loss = 0 points

If a game is cancelled for any reason and is not re-scheduled, each team will be awarded one (1) point.

Team standings will be published regularly during the season. In the event of a tie, final league standings will be determined by:

  • Results of games between the teams in question
  • Most wins
  • Goals for and against
  • Least Penalty minutes
  • Least losses

Game Rules (all penalty minutes are run time)

  • No slap shots are allowed
  • CHA rules will be applied by the officials
  • Minor penalties are three (3) minutes
  • Any player receiving three penalties in a game will be ejected from the game and a one game suspension with no monetary refund.
  • Any player receiving five penalties in the season may be required to meet with the board to discuss requirements to play in a manner that does not result in penalties. If another five occur to the same player in the season, the executive board will review the situation and if appropriate the player will be suspended from the league for the remainder of the season with no monetary refund.
  • Any player, team representative or coach receiving two game misconducts will be suspended from the league for the remainder of the season with no monetary refund.
  • Fighting will result in a seven (7) minute penalty, ejection from the game and a three game suspension with no monetary refund.
  • A player participating in a second fight will receive a seven (7) minute penalty, ejection from the game and will be suspended from the league with no monetary refund.
  • A Member who is suspended shall be deemed to have served a suspension period equal to one game if the Member is properly listed as suspended on the roster of the team with which he is registered on a League game sheet.
  • Suspensions must be served in the League regular season game(s) or playoff game(s) that immediately follow(s) the game in which the Member was suspended.
  • A Member who is suspended may not play for another team in a League game and will not receive credit toward serving their suspension.
  • Any player receiving five penalties in the season may be required to meet with the board to discuss requirements to play in a manner that does not result in penalties. If another five occur to the same player in the season, the executive board will review the situation and if appropriate the player will be suspended from the league with no monetary refund.
  • Any player, team representative or coach receiving two game misconducts will be suspended from the league with no monetary refund.

Sub Rules (for teams short players)

  • If an exec member knows ahead of a game that they will have less than 12 players (not including a goalie) they may bring up players from the substitute player list.
  • The number of sub players called up may not result in your total team line up exceeding 12 total players.
  • The subbing player must sign a waiver form prior to playing and should understand the league rules.
  • The sub fee is $10.00 per game, to be paid at the time of play. Goalie subs will be free.
  • Goalies: A list of league and sub goalies (if any) will be provided at the start of each season. Teams that require a goalie may call a “sub” goalie , use a current league goalie, or pull one of the current players to play in net. The league makes available 2 sets of goalie equipment if you need to borrow it.
  • Note: Players that indicate they will not be at a game but show up un-announced, may not play, as a sub has been called to take their place. If the team has under 12 players for that game, both the sub and the regular player may play.
  • If an executive member has contacted sub players and cannot find any/enough then they may call players from other teams. (- care should be take not to "stack” your team...be fair.) .) League players are allowed to sub in no more than three times to a team needing subs.
  • Players from other teams in the league are not required to pay the $10.00 fee.
