League Guidelines 11/12

*** Important Notice***

For the first half of the season, the League will trial a new "mercy rule". If a 5 goal differential is achieved during game play, the winning team will play a man short until the goal differential is reduced to 3. In multiple penalty situations, teams will never play with less than 3 skaters and individual offending players will simply serve their 3 minutes.

The League

The RBR Recreational Hockey League is a non-contact adult recreational hockey league for players wanting structured league play that is both competitive and sportsmanlike. Fighting, overly aggressive play and/or verbal abuse is not tolerated. Player enjoyment and safety is a League priority.

Players must be born prior to 1976 to be eligible to play. The league consists of novice and intermediate players primarily between 37 and 50 years of age with varying degrees of experience and skill. The League collective skill level is rated as average meaning only a few players have Junior, Travel Team and/or Senior hockey experience.

The League Committee

Each Team Representative (Tm Rep) is a voting member of the League Committee and the Committee is collectively responsible for the following League functions:

  1. Scheduling ice times, location and payments;
  2. Arranging liability insurance;
  3. Scheduling and payment of Officials;
  4. Scheduling and payment of Timekeepers;
  5. Conduct disciplinary reviews of incidents involving game misconducts, major and/or match penalties;
  6. Issue player suspensions when warranted;
  7. Review player movement between teams; and
  8. Conduct annual league review.

All League Committee decisions are final, binding and beneficial to the RBR League as a whole.

Team Representatives

Tm Reps manage their teams independently within the scope of the League Guidelines. Each team has an identifiable Team Captain (Tm Capt) who in the absence of the Tm Rep may represent a player during a disciplinary review or approach an Official during a game. Collecting league fees is also the responsibility of the individual Tm Reps.

Game Structure

All games must start on time. Games will consist of a two-minute warm up and three, 15 minute straight time periods. The last two minutes remaining in a game will be stop time if the score is within 2 goals. The Red Line has been removed. Officials will drop the puck 15 seconds upon entering the face off. If necessary, curfew will be called by the onsite arena official.

Officials & Timekeepers

Game Officials are always right. Tm Reps and Tm Capts must identify themselves to the Officials prior to game start and only they may approach the Officials during the game. Timekeepers will complete the game sheets as required and must record all major infractions. Additionally, timekeepers are responsible for game pucks, verifying team rosters prior to each game and entering all penalty data online following the games.

Equipment

All equipment (including goalies) must be CSA approved. Specifically, helmets must be CSA approved with full or half visors. Non-compliant players will be asked to leave the game and/or replace the substandard piece of equipment. All team sweaters must be individually numbered with no conflicts. Additionally, team sweaters must at a minimum have identically coloured bodies. Failure to comply will be resolved by the affected Tm Reps.

Forfeits & Substitutes

Not less than 5 roster players with up to 3 substitutes for any combination resulting in a total of 8 players constitute a team for game purposes. Any team unable to achieve this by the end of the first period of the scheduled game will forfeit resulting in an automatic 1-0 loss – league stats will only reflect the win, loss and points.

Proposed Amendment: "Not less than 6 roster players plus a goalie for a combined total of 7 players constitutes a team for game purposes. The goalie may be from another team in the league, an age appropriate substitute from outside the league or a rostered "skater" from another team restricted to playing that position for the entire game. Any team unable to achieve 7 players by the end of the first period of the scheduled game will forfeit. The league stats will only reflect the win, loss and points."

Roster Player Movement Between Teams

Player movement between teams must be mutually agreed upon by the affected Team Reps during the off season. If mutual agreement does NOT exist, players must sit 13 games before being eligible to resume play for the gaining team.

Playoff Format

To be eligible for the playoffs, roster players must play a minimum of 5 regular season games - monitored by the Tm Reps. Every team is guaranteed 3 playoff games.

Regular season and playoff team ranking will be determined via points. The first tie breaker is plus/minus followed by goals for then goals against. The final game of the playoffs will be determined by concurrent sudden death shootouts if tied at the end of regulation play.

Round 1

Teams will play 2 games of increasing difficulty according to their final league standings in a round robin format.

Round 2

Teams will be reseeded A-F based on their Round 1 results. The top 4 teams play for a championship birth.

Penalties

All Minor Penalties are three (3) minutes. Three (3) minor penalties in a game result in a game ejection (no suspensions). All misconduct penalties are subject to the minimum suspensions listed below. It is the Tm Rep's responsibility to enforce automatic player suspensions based on the game sheets - additional suspensions will apply if teams play suspended players. Disciplinary reviews will be conducted buy the League Committee.

Additional RBR Recreational League rules include:

  1. Fighting will automatically result in a game ejection, Game Misconduct and resulting automatic suspensions:

    1. 1st offence - 2 game suspension; &
    2. 2nd offence - suspended rest of the season (no re-imbursement of fees).

  2. Leaving the penalty box or bench during an altercation and/or third (3rd) man in any altercation will result in:

    1. 1st offence - a game ejection, Gross Misconduct, & minimum 5 game suspension; &
    2. 2nd offence - suspended rest of the season (no re-imbursement of fees).

  3. Goalie using a blocker in an altercation will result in:

    1. 1st offence - Gross Misconduct, NO GAME EJECTION, minimum 3 game suspension + intent to injure if applicable; &
    2. 2nd offence - suspended rest of the season (no re-imbursement of fees).

  4. Slap shot results in a 3 minute minor penalty. The CARHA official rule book states that any stick back behind the puck past 15 inches either on or off the ice is deemed a slapshot.

  5. High sticks above the shoulder result in a 3 minute minor penalty. Accidental high stick causing bleeding results in a 5 minute major penalty.

  6. Checking from behind will result in:

    1. 1st offence - 5 minute major penalty, game ejection & intent to injure if applicable;
    2. 2nd offence - 5 minute major penalty, 3 game suspension & intent to injure if applicable; &
    3. 3rd offence - suspended rest of the season (no re-imbursement of fees).

  7. Deliberate intent to injure will result in:

    1. 1st offence - a game ejection, Gross Misconduct, 4 game suspension in addition to other applicable suspensions; &
    2. 2nd offence - suspended rest of the season (no re-imbursement of fees).

  8. Verbal and/or physical abuse of Official on or off the ice and/or players, Tm Repts and/or Tm Capts that enter the referee's room without permission, will receive a:

    1. 1st offence - a game ejection, Gross Misconduct & 2 game suspension; &
    2. 2nd offence - suspended rest of the season (no re-imbursement of fees).

  9. Misconduct penalty within the last 10 minutes of the 3rd period will result in game ejection and 1 game suspension.
